Rey S., a distinguished Bachelor of Public Administration graduate from the College of Arts and Sciences of Asia and the Pacific (CASAP), completed his studies magna cum laude, earning the highest GWA Award and acting as the graduation speaker. Known for outstanding leadership and organizational management, he presided over the Robles Youth Movement Organization, coordinating youth programs aligned with the National Youth Commission. At CASAP Bacolod, Rey took charge of the student government as president and contributed his skills in public speaking and communication through roles at the student publications like The Rhythm and Ang Pluma. As the founder of the Society of Young Public Administrators, he crafted foundational governance documents.
